意思有差别。

    for 表示目的或原因,demand for training 意思是“对于培养的需要/要求”或者“由于培养的需要/要求”;

    of 表示在…方面的所属关系,demand of training 的意思是“属于培养的需要/要求”或者“在培养方面的需要/要求”。

因此以下两个句子表达的意思各有侧重:

    The employers found a growing demand for training among their employees. 雇主感到了对于雇员中间进行培养的日益增长的需要。【意思是“为了达到培养目的的需要”】

    The employers found a growing demand of training among their employees. 雇主感到了在雇员中间培养方面日益增长的需要。【意思是“属于培养方面的需要”】

Employers (regard) their better qualified staff as more important to the business, so they pay them accordingly and invest more in them in (terms) of training. But this (emphasis) may mean that companies are (letting) other parts of the workforce down.
