谁能解释下这两句slight为何用不同的词性

1.there was a sharp rise to 95 million tonnes in 1999,with a (((slight))) rise thereafter.
2.by 1999,the quantity was at 40 million tonnes again and increased (((slightly))) by 2002
我语法学得不是很明白，麻烦大家解释下。为何第一句slight动词前面就是形容词性，第二句在动词后面就是副词词性？并且那个a sharp rise ,为何sharp前要加冠词a?在线等！！！

第二句副词 slightly (adv.) 修饰动词 increase (v.)。
