Reach is chemical regulation not only manufacturers in the EU (European Union) are affected by chemicals regulation. Confidential data are communicated exclusively to a neutral partner
None of its importer is obliged to register

What are the obligations of an Only Representative ?
The Only Representative is legally responsible for the registration and he will have to comply with all obligations of importers under REACH (pre-registration of phase-in substances, registration, restriction and authorization, communication within the supply chain…). The Only Representative may also pre-register the substance and will subsequently become participant of the SIEF.
