你这个是2012年的考研真题啊，第一句话你指的哪里是一个定语从句，conduct是先行词，applies是动词因为conduct是第三人称所以才加s，你中加is我不知道你怎么想的，一个句子只能用一个动词第二个动词就要加to或者ing，你已经有applies这个动词了，你为什么会想加is我不知道你怎么想的。
你第二句话首先就分析错了，why是引导一句话decisions split along ideological lines这是一个句子做一个主语，decisions是复试所以split是原型，如果改成你所用的why decisions 【splitting】 along ideological lines？，那这句话的动词去哪了被你吃了么哥
第三句话你自己找一个单词查一下它ing和ed意思看一下就明白了
你第四句话政府主动要求，所以用ing，这两个的主语本来就是一致的，如果是政府被要求，那么就用ed形式，你这边 主语省略是因为这里用的是逗号而不是句号，所以主语不用再写

觉得题主已经不需要了，还是答一下第2个，split是在修饰decision，可以是动名词也可以是分词形式，不能是原形因为一个句子不能有两个谓语。那么这里为什么是split ，因为它的过去式和过去分词都和原形一样是split
