say和tell都含“讲，说”的含义，
1.tell意为“告知，命令”，后面一般跟受听者。即"tell+宾语”结构。如：
She told me that she would be late.(NOT She told that she...)她告诉我她应该迟到了。
I told the children to go away.我让这个小孩离开。
【注】tell sb sth＝tell sth to sb告诉某人某事。

say侧重说话的内容，后面不能跟人称代词作宾语，如：
She said that she would be late.(NOT She said me...)她告诉我她也许会迟到。
【注】如果say后面跟人称代词，一般需加上“to”，即say sth to sb.
She said"Go away" to the children.她对这个小孩说：离开。

2.say一般后面放直接引语，如：
She said"Go away.(NOT She told"Go away".)她说：离开。

3.在一些表达中，tell后面常常不用人称代词，如：tell the truth ,tell a lie,tell the time
I don't think she's telling the truth.(NOT ...saying the truth.)我认为她没有说实话。
He's seven years old and he still can't tell the time.他已经7岁了，还不知道认时间。
