1）fall down有两种理解。

down也可以做介词，意思是“沿着...往下”。此时该短语也是不及物动词，无被动语态，结构为：sb/sth fall down + 宾。
如：The cat is falling down the tree. 那只猫正沿着树往下掉。
2) fall off也有两种理解。
off可以做副词，意思是“离开”。此时该短语是不及物动词，无被动语态，结构为：sb/sth fall off (+介宾）。

off也可以做介词，意思是“从...离开”。此时该短语也是不及物动词，无被动语态，结构为：sb/sth fall off + 宾。
