The United States federal government has enacted a series of clean air acts, beginning with the Air Pollution Control Act of 1955, and followed by the Clean Air Act of 1963, the Air Quality Act of 1967, the Clean Air Act Extension of 1970, and Clean Air Act Amendments in 1977 and 1990. Numerous state and local governments have enacted similar legislation, either implementing federal programs or filling in locally important gaps in federal programs.
The Clean Air Act Amendments of 1990 proposed emissions trading, added provisions for addressing acid rain, ozone depletion and toxic air pollution, and established a national permits program. The amendments once approved also established new auto gasoline reformulation requirements, set Reid Vapor Pressure (RVP) standards to control evaporative emissions from gasoline and mandated that the new gasoline formulations be sold from May-September in many states.

1966年美国政府颁布了<<国家交通和汽车安全法>>(National Traffic and Motor Vehicle Safety Act)。1967年美国政府颁布了<<空气质量法>>。〖27〗1968年政府颁布了<<小汽车排气标准法>>。1970年尼克松还颁布了<<空气洁净法>>, 规定环境保护局要自法令颁布之日起,90天内提出关于全国境内空气中主要污染物最大含量标准, 确保公共卫生得以充分保护, 还限制在5年内达到这些标准。还要求汽车工业部门在1975年前减少汽车排放量90％, 对其它部门也规定了类似标准, 并要求各州按联邦规定的控制空气污染标准办事。1971美国政府颁布了城市空气环境污染的四级标准制, 即警戒标准, 警告标准, 危险标准和明显受害标准。1975年这一年12月10日, 美国环境保护局命令克莱斯勒公司收回20.8万辆1975型的小汽车,因为这种汽车的错误设计导致过分污染。1977年卡特政府颁布了<<清洁空气法>>(Clean Air Act)和<<清洁水法>>。
