until意为在……之前，，这句话是and将a technology of behavior和the only way to solve our problems并列，and后面省略了will continue to be rejected，with it表示随着之前的a technology of behavior，possibly作为副词位置任意，with it作为状语位置也任意。所以读来很怪

我不认为 it 是指 a technology of behavior，it 指的前面 a technology of behavior will continue to be rejected 这件事。
除非这些问题得到解决，不然研究行为的技术手段就会继续受到排斥，解决问题的惟一方式可能也随之继续受到排斥。
黄皮书翻译成“随之”，也是指前面这件事。
with it 是prep短语作状语，位置任意，因为有逻辑关系所以放在 主语之前，（我也不认为是其它答主说的强调）。
