当然不要
因为what is the matter 中what 是主语，对主语提问本句就是陈述语序
所以不用再去把matter提前。
这类比较特殊 wrong 、the trouble等也是。
其他大多数what引导的句子中what是做的表语 所以得改成陈述语序。类似的who 也是。

需要的，但是如果直接引语是said要变成asked，还需要变换时态
She said, "What's the matter?"改为：She asked what the matter was.
