这里he和determine为主动关系，而且是填非谓语形式，但为什么不填determining？

determining肯定不行，因为时态和主句不一致，有两种情况：
1.Having determined，表示东西已经完成(已下定决心)。
2.Determined充当形容词，表示已经下了决心的，而不是过去分词表示被动，追问

老师，但determining 不也是形容词吗？
