当出现这种情况：
1、那个人确实正在通话，这时候一拨打过去就会提示。
2、他按掉了电话，可能没空接或者不想接。电话里是先接通然后再有语音提示，也有可能刚打过去就被按掉了或被其他东西碰到而按掉。
呼叫等待业务，在手机的通话设置里，开通不要钱，按正常的接听资费收费，如果是移动的话还可以开通三方通话。
原因可能是：
1、对方手机信号不好。对方手机信号不好，你打对方电话，电话那头一般会提示：暂时无法接通、不在服务区、正在通话中、无人接听、已关机。

3、对方拉黑你了。如果你拨打对方电话，一直是“对不起，您拨打的电话正在通话中......”。那么，被拉黑无疑。
4、对方拒接了你的电话。如果小伙伴们遇到：一开始有嘟嘟嘟声音，然后出现“对不起，您拨打的电话正在通话中.......”那很有可能是对方拒接了你的电话。

5、中继忙/网络忙：Sorry ! The subscriber you dialed can not be connected for the moment, please redial later. 对不起！您拨打的用户暂时无法接通，请稍后再拨。
6、被叫用户设置了呼入限制：Sorry ! The subscriber you dialed has set barring of incoming calls. 对不起！您拨打的用户已设置呼入限制。
7、拨号未加长途区号：Sorry ! Please dial area code before the number you dialed. 您好！请在号码前加拨长途区号。
8、被叫久叫不应：Sorry ! The phone you dialed is not be answered for the moment, please redial later. 对不起，您拨打的电话暂时无人接听，请稍后再拨。
