不是固定搭配的动词短语中动词和介词不可分割么，那turn to sb for help 为什么可以拆

这是个定语丛句，person为先行词，to后面的内容为person的定语。这是个固定搭配没错，但这不是拆了，而是定语从句的固定方式，强调person就必须用who指代person而有介词to所以who改为whom将to提前。

可以的，to可以放前面也可以放后面，There was not a single person to whom she could turn for help.或者 There was not a single person whom/who she could turn to for help.
