It is ... to do sth.是一种常用的结构。其原来的句式是To do sth is ...
to do sth 是真正的主语,因为主语太长,句子有头重脚轻之嫌,所以习惯重心后移,用it 来做形式主语,使句子好看些。

说实话,查完了词典,看完了这么多例句,我还是说服不了自己,为什么说it is good manners to do sth. 是的,这个it is不能改为they are ,因为it是形式主语,真正的主语是不定式to do sth. 是单数的概念,但是说manners 是复数名词,怎么会有it is +复数名词的结构呢?这也是我一直有的疑问。
只不过说多了,就习惯了。后来再也不去想这个问题了。语言,就是一个约定俗成的东西,语法是用来解释它的。作为学生,记住就行了。如何自圆其说,那是语法学家的事情。
楼主的问题,我改回来了。主谓宾,主语是单数,宾语是复数,这不奇怪的。
If someone has good manners, they are polite and observe social customs. If someone has bad manners, they are impolite and do not observe these customs.

楼主:记住it is good manners/bad manners to do sth. 这个句型吧。不要去细想主表(逻辑)不一致的问题了。本回答被提问者采纳
